Well i was gonna hot air it with some flex and solder paste to see if it will reflow it.. whats the best way to reflow the chip?

Ok let me explain on the pcb the chip u13 is red And the graphics are messed up it will let you play the game but nope graphics lines lol ..idk if its the u13 or what the board is clean..
