Killer Instict Repair, and hopefully Save

Hello all, got this board a while back trying to see if it can be saved. When it boots in comes up to a white and black zig zag pattern. I noticed a missing resistor that was replaced by a jumper. Looking for a replacment for this as well. But nothing else about the board stands out as an issue. Any help would be appreciated.
