Naomi 1 01 error help. Fixed was a bad via

I have a Naomi that is giving me a 01 error on my working test cart (work on my other N1) the pin look good and plugging it in on the bottom side also give me the same error so I don't think it's pin related.

Has anyone seen this before?

Fixed. Bad via under IC31.
