Unknown wire on solder side of Marvel Super Heroes vs Street Fighter

Hey, I just got this board and I was wondering if it was normal to have this wire running across the solder side of it, and what it is doing. The wire runs from cn5 c13 to some pin at 9j pal bgsb3. The game is a Japanese Marvel Super Heroes vs Street Fighter 970827. I've included pics of both sides for reference.

Revision 3 and 4 PCBs have a design flaw when the game uses PAL-G has to cut a track on the left side of the JP15 jumper and solder a wire on the 9 pin of the PAL to the 13 pin of the cn3
the other reviews were modified to not have this problem.
 
Yes, I believe it's a normal factory bodge wire to accommodate the PAL used in that game vs other games on that pcb revision. Many rev4's have one.
(Cut out that battery and install an infinikey or something before it explodes)
+1 for that battery - It's got to go. Its a ticking time bomb. If you dont want to clip it off right now today I would store the board upside down (battery facing down) so that when it does leak the damage wont be so bad
